I'm a little curious how tall you think it should've been but...yeah. That's a library for you. Everything looks the same and you spend all your time wandering the shelves trying to figure out where you're going only to pass the same non-fiction section three times.
I think there're a few different libraries that are tall like that, or even taller, but they're more few and far between. Most of the ones I've seen are two stories at most. I think they try to keep them as common as possible so people can find stuff easier, but pretty sure it doesn't work the way they want it to.
